We treat every community like we’re building it for our family. We take great pride in the lives we are able to transform through the comfort of our communities.
Started in 1995, we created Wendover with the goal of building housing where families could put down roots, workers could find respite and individuals could experience community. For almost 30 years, we’ve provided professional services for investors and community housing developers across the Southeastern U.S. as well as facilitated relationships between community partners and private companies.
Our Actions for a Sustainable Future
Every Wendover community is designed with the future in mind. We go to great lengths to ensure that what we build is not only made to serve our residents but that we are also preserving the environment that serves us.
Energy Efficiency
We focus on building energy efficient buildings to reduce our overall energy demand and carbon footprint from the start.
Our design and construction teams work together to ensure buildings are tight while balancing the air changes needed for a healthy indoor environment.
Our homes and apartments use Energy Star appliances, lighting, water heaters, windows, and ceiling fans. The heating, ventilation, and air conditioning systems are a minimum SEER 15, and the air conditioning ducts are insulated and sealed to be leak free.
The energy performances range from 13.2% to 42.5%—lower than the Florida Energy Code requirements.
And as a result, our tenants experience lower monthly energy bills, too. It’s a win-win for the environment and our residents.
Health and Wellness
The health and wellness of the people who spend time in our communities plays a major role in the materials we choose and the spaces that we create.
By focusing on the design and construction of our housing developments, we aim to improve the comfort and well-being of our residents and employees. That’s why we only use low emitting products for interior finishes such as low Volatile Organic Compound (VOC) paint, GreenGuard Insulation, and Carpet and Rug Institute certified padding and carpets.
Plus, our communities offer indoor and outdoor amenities that are designed to enhance the quality of life like community gardens, bicycle storage, walking paths, gathering spaces and so much more.
Water Conservation
By prioritizing the conservation of water in our communities through installing high performance, low flow fixtures and water-saving appliances we are not only preserving one of our most valuable resources but also saving our residents money on their monthly energy bill.
Green Building Certification
All new construction projects are third party certified by the Florida Green Building Coalition (FGBC).
Recycling
Approximately one third of all waste comes from the construction and demolition industry. In order to minimize our waste contribution, we use recycling waste haulers during our construction process which, on average, helps divert 80% of the construction waste from the landfill.
We also make sure our residents have the ability to lower their personal waste output by providing recycling services in supporting locations.

Giving back is the foundation of our company. Beyond using environmentally sustainable and safe methods in building and managing our properties, we support charities and initiatives that provide a better standard of living for those in our communities.

Jonathan L. Wolf
Founder and PresidentJonathan L. Wolf is the Founder and CEO of Wendover Housing Partners LLC, a Florida-based, privately held real estate development, investment, and management company specializing in the creation of fully connected communities. Wolf oversees Wendover Housing Partners’ portfolio of affordable and market-rate multi-family communities, senior housing, transit-oriented communities, and student housing, as well as Wendover Management’s full-service property management.
Wolf founded Wendover Housing Partners in 1995 after a career in finance that included roles at Chase Manhattan Bank and Citigroup in New York. From a standing start, he grew Wendover into one of the Southeastern U.S.’s premier multi-family housing developers, responsible for developments worth more than $1 billion and providing significant new housing stock tailored to economically and socially diverse neighborhoods. For Jonathan, the key metric of success is an affirmative answer to the question, “Will this community improve the daily lives of its residents?”
Jonathan works to not only build communities, but also to build consensus around the need for affordable housing growth and the public-private partnerships required to make it happen. Through this work, he has become a leading authority and frequent lecturer on the use of low-income housing tax credits (LIHTC) and other financing mechanisms that help address America’s affordable housing shortage. Most recently, Wendover has been the driving force behind Catchlight Crossings, a first-of-its-kind 1,000-unit affordable housing community being built with Universal Parks & Resorts.
Already described as a “landmark” that promises to reshape Orange County’s housing landscape, Catchlight is setting a new standard when it comes to affordable housing and provides a model that Jonathan hopes to be replicated – from the unique public-private partnership that made it possible to the array of services, amenities, and transit options available to residents.
Along with his wife Nancy, Jonathan supports several local, national, and global philanthropic causes. In 2021, the Wolfs helped facilitate a historic collaboration between the Orlando Museum of Art and The American University in Cairo (AUC), where Jonathan serves on the board. Featuring works by 21 U.S.-based artists of Arab and Iranian heritage, it was one of the few simultaneous art exhibitions across a Middle Eastern cultural institution and a U.S. Museum. The Wolfs also forged a partnership between the University of Central Florida and AUC in April 2018, paving the way for the Nancy and Jonathan Wolf Global Academic Initiative. This reciprocal study-abroad agreement reflects the Wolfs’ belief that the cross-cultural dialog between these universities will foster a greater understanding of the dynamics of the Middle East. In 2023, the Wolfs were recognized with the University of Central Florida’s Global Leadership Award.
Wolf also serves on several charitable, educational, and civic boards. He has helped secure state funding for Florida’s independent colleges and universities; a Special Olympics Florida headquarters and training facility and has been active in the ground-up development of an Orlando-based Holocaust Museum. The Holocaust Memorial Resource and Education Center of Florida recently recognized Jonathan and Nancy with the Tess Wise White Rose Award for their generosity and work to foster inclusive communities, free from prejudice and bigotry.
Jonathan is a graduate of Georgetown University’s School of Foreign Service. He and Nancy have two children and two grandchildren (so far).
Ryan Von Weller
Chief Operating OfficerRyan von Weller is the Chief Operating Officer of Wendover Housing Partners. A fifth-generation Floridian, Ryan draws on his deep local roots in his role overseeing the operation of Wendover’s communities. Before joining Wendover in 2014, Ryan founded and operated his own business entitling land and developing properties in central Florida – two of which became Weston Park and Heritage Village, part of Wendover’s portfolio of communities. He is also a licensed real estate broker in Florida, and the qualifying broker for Wendover Management, LLC.
Ryan helps the Wendover team meet the challenges that arise across the development cycle of affordable and workforce housing communities – from leveraging partnerships and financing mechanisms to coordinating construction and day-to-day operations.
To date, Ryan has been involved in the development cycle of over 3,000 affordable and workforce housing units.
In 2022, in recognition of his leadership in helping address central Florida’s housing challenges, Ryan was named by the Orlando Business Journal to their annual Game Changers list. He has also been featured as a guest speaker and panelist at several regional and national industry conferences, where he has discussed the challenges specific to planning and developingaffordable housing.
Ryan also serves on several industry, educational and charitable boards, including the regional governance board of the Urban Land Institute.
He is active in the Winter Park-Maitland chapter of Habitat for Humanity, arranging furniture donations on his family’s behalf for each new home the organization builds. Together with his wife, Julie, the von Wellers are also involved with Support our Scholars, an organization that provides young women from disadvantaged backgrounds with support for ancillary expenses – from textbooks and clothes to dorm room essentials – to help them achieve success as first-generation college students.
He is also a member of the Board of Trustees of the Trinity Preparatory School, which he attended.
Ryan is a graduate of the University of Florida’s Heavener School of Business, and earned his MBA from Rollins College in 2004. Today, he and Julie live in Ryan’s hometown of Winter Park with their son and daughter.
Glen Bamberger
Chief Financial OfficerGlen Bamberger is the Chief Financial Officer of Wendover Housing Partners and an authority on navigating the complex financial, regulatory, and compliance landscape required to build and manage affordable and workforce housing communities.
Glen first entered the affordable and workforce housing space in 1992 as a controller, joining the Wendover team in 1997 as Wendover’s fifth employee.
Today, Glen brings to his role as CFO decades of expertise in tax credit development, financial structuring, fiscal compliance and accounting. He leverages this experience to keep the Wendover team apprised of the complicated and often dynamic financing mechanisms specific to affordable and workforce housing communities.
Born in Baltimore and raised in Chambersburg, Pennsylvania, Glen graduated from Shippensburg University, where he earned a BSBA in Accounting. He is the proud owner ofLuna Mae, an Australian Shepherd mix.
David Peter
President, FrameWork InitiativesDavid Peter is President of Wendover Housing Partners’ FrameWork Initiatives division, where he leads planning, construction, and development of large-scale communities across Florida and the Southeastern U.S. He oversees all aspects of Wendover’s 1,000-unit Catchlight Crossings community under construction in Orlando, which will be the largest affordable and workforce housing development in its portfolio when completed.
David has more than 35 years of experience in managing and structuring real estate and hospitality projects, beginning with a job in high school at a hotel managed by one of his neighbors. Before joining Wendover, he was Executive Vice President of Asset Management for Walton Global Holdings, where he oversaw a land portfolio spanning Texas, Florida, and the Mid-Atlantic region. He previously held real estate consulting and executive roles with Atlantis Properties, Geosam Capital U.S. LLC, WBW Development Group, and the Republic Family of Companies.
David is active in several educational and charitable efforts. He is a member of the District of Columbia Building and Industry Association’s Community Service Committee and has served on the board of The George Washington University’s Gelman Library System. Additionally, David was instrumental in starting Virginia’s chapter of Best Buddies International, which provides mentorship for people with intellectual and developmental disabilities.
Born and raised in the Washington, D.C. area, David holds a BBA in Finance and Economics from The George Washington University and a J.D. from the George Mason University School of Law. He was admitted to the Virginia State Bar and is a member of the American Bar Association, as well as the Urban Land Institute. He lives in Central Florida with his wife Patricia, a retired teacher. Their blended family includes eight children and eight grandchildren.

Vice President of Media, Marketing and Project ProgrammingTerry Cummins leads corporate communications at Wendover Housing Partners. She oversees Wendover’s communications, design, marketing, and public affairs efforts, bringing a unique blend of perspectives informed by over 35 years of experience across the real estate business.
Terry joined the Wendover family in 2005, at a time when it had just four other employees. She previously held roles at Mason Homes, RE/MAX, Taylor Morrison Homes, and Heathrow Country Estates, a luxury community in Central Florida. In these roles, she has worked with high-profile clients spanning the worlds of sports and entertainment, honed her design skills in luxury real estate and iconic golf course communities, and built leadership experience managing marketing and communications teams.
Today, Terry taps her breadth of expertise to not only tell the story of Wendover’s growth into one of the Southeast’s premier real estate development and management companies, but also to write the next chapter of Wendover’s work to help more people gain access to affordable, dignified housing.

Siplin is Vice President of Corporate Philanthropy and Community Engagement atWendover Housing Partners, where she is responsible for relationships with state and local governments, charitable organizations, and community partners across the Southeastern U.S.
Victoria brings to Wendover 25 years of philanthropic, advocacy, and public service experiencein Central Florida. In 2014, she was elected to represent District 6 on the Orange County Board of Commissioners, where she served for nearly a decade. Additionally, Victoria served as vice mayor of Orange County in 2017.
As a county commissioner, Victoria represented the residents of many of Wendover’s communities. She views leading Wendover’s corporate philanthropy and community engagement as an extension of her public service. By maintaining stakeholder and business relationships that support continuing education, financial literacy, youth athletics programs, and other programs and services across Wendover’s communities, Victoria is continuing to help her former constituents live dignified lives.
Victoria attended Indian River State College and lives in the Orlando area with her husband Gary, a former state senator, and their two sons.
